Training programme: Get ready for PP-26

In preparation for PP-26, ITU is offering a dedicated capacity-development programme to help delegates participate effectively and confidently in the Conference. The programme will strengthen delegates’ understanding of ITU processes, negotiations, drafting, regional coordination and leadership, while creating opportunities to connect with fellow delegates.

Coordinated by the ITU Gender and Youth Office (GYO), the programme combines online learning, practical negotiation training, networking and mentoring. It is designed to strengthen delegates’ knowledge of ITU governance and conference procedures, while supporting the meaningful participation of women, young delegates and first-time participants.

1. Self-paced online course – open to all delegates

The online course, hosted on the ITU Academy, is open to all delegates from ITU Member States participating in PP-26. Available in all six official ITU languages, it provides practical knowledge on:

  • ITU governance and decision-making processes
  • The role and functioning of the Plenipotentiary Conference
  • Conference procedures and working methods
  • Proposal development and submission
  • Effective participation in ITU conferences and negotiations

2. Regional negotiation and leadership training

Six interactive regional webinars will give selected women and young delegates an opportunity to develop practical negotiation and leadership skills ahead of PP-26.

The sessions use an experiential approach, combining negotiation simulations, group exercises, peer exchange and facilitated discussions. Participants will work through practical PP-26 scenarios and explore:

  • Negotiation preparation and strategy
  • Formal and informal negotiation processes
  • Working effectively within regional groups and delegations
  • Consensus- and coalition-building
  • Conflict-resolution techniques
  • Leadership, chairing and meeting-management skills
  • Building confidence and influence in multilateral settings

Each regional session will accommodate up to 30 participants to ensure an interactive learning experience.

3. Regional networking and mentoring

Participants in the regional training sessions will also take part in dedicated networking and mentoring sessions with experienced ITU delegates and experts. These sessions will provide an opportunity to:

  • Exchange experiences and lessons learned from previous ITU conferences
  • Discuss practical approaches to preparing for PP-26
  • Build professional and peer networks across regions
  • Learn from experienced delegates and former conference leaders
  • Continue preparing for effective participation at PP-26

Participation in the regional online training webinars and networking and mentoring sessions is restricted to ITU Member States women delegates and ITU Member States young delegates (35 years old and younger).

Priority will be given to participants who intend to participate in PP-26, are first-time participants in ITU conferences, or aspire to take on active or leadership roles during PP-26.

For the regional programme, nominations are reviewed on a first-come, first-served basis, while taking into account diversity of backgrounds and experiences. Participation in each regional training webinar is limited to 30 participants.
