ITU has developed the PP Declarations and Reservations Platform to make the preparation and submission of declarations and reservations for the ITU Plenipotentiary Conference simpler and more efficient. The Platform provides delegates with a dedicated online environment to prepare and manage their declarations on behalf of their government’s Head of Delegation. An ITU user account with TIES rights is necessary.
Find out more about how to use the Platform! Consult the instructions below (also available here in PDF), review the guidelines, watch the video below for a quick overview of how to get started, and then access it here.
The new Platform enables delegates to prepare, save and submit declarations or reservations online. Access the PP-26 Declarations and Reservations Platform and sign in using your ITU TIES account.
In the New submission tab, please provide the following information:
– Original language: Select the language in which the declaration or reservation is being submitted.
– Text: Enter, paste or review the complete text.
– Member State: Select the Member State on whose behalf the submission is being made.
– Additional Member States: If it is a joint submission, add the other Member States.
– Focal point email addresses: For a joint submission, enter the email addresses of the focal points for the additional Member States. They will receive notifications concerning the submission.
– Authorization: Tick the box to confirm that you are submitting on the behalf of the Head of Delegation.
If you uploaded or scanned a file, carefully check the automatically captured text and all pre-filled fields before proceeding.
Select Save as draft if the submission is not yet ready. You can return to the platform later to complete and submit it.
Select Submit when the declaration or reservation is final. Once submitted, it can no longer be altered directly by the delegate. The PP-26 secretariat will be notified, and a notification will also be sent to you and, for a joint submission, the additional focal points.
Before selecting Submit, verify that:
– The original language is correct.
– The text is complete and accurate.
– The correct Member State or Member States have been selected.
– The focal point email addresses for any additional Member States are correct.
Open the My submissions tab to view your submissions and follow their status. You can open a submission to see its full content or reuse it as the basis for a new draft.
When the submission is made, the platform automatically assigns it a reference number. Always quote this number in communications with the PP-26 secretariat concerning that declaration or reservation.
The main statuses are:
– Submitted: The submission has been received and is awaiting review.
– Acknowledged: The PP-26 secretariat has reviewed and accepted the submission for further processing.
– Completed: Processing has been completed in all six languages.
If the PP secretariat returns the submission to draft, you will receive a notification. Make the necessary changes and submit it again.
Open the Search tab to search declarations and reservations from PP-18 and PP-22. Refine the results using the filters or free-text search. You may then:
– Open a result and copy the relevant text.
– Select Use as basis to transfer the original language, text and Member State information to a new submission.
Further Q&A is available within the Platform.
For questions or assistance, please contact the PP-26 secretariat at contributions@itu.int and include the submission reference number where available. For technical assistance with the platform, contact LING-IT-support@itu.int.
