Leveraging the unique co-location of the ITU Plenipotentiary Conference (PP-26) and the Mobile World Congress (MWC26) Doha, a Ministerial Programme will take place in Doha, Qatar, from 8 to 10 November 2026.
Ministers are warmly invited to take part in the events below—an opportunity to enrich their PP-26 experience, share perspectives, showcase achievements and solutions, discuss common challenges, and connect with fellow leaders.
Sunday, 8 November 2026 | 0930–1230 hours | Doha Exhibition and Convention Centre (DECC)
With the support of the Ministry of Communications and Information Technology of the State of Qatar and the participation of ITU, GSMA will convene the Digital Leadership Forum. The Forum will bring together ministers, heads of delegation, representatives of international organizations and senior industry leaders for a forward-looking dialogue on the future of connectivity. Hosted by the Minister of Communications and Information Technology and Qatar’s Communications Regulatory Authority (CRA), the Roundtable will offer a dedicated space for ministerial exchange on key themes to be considered at PP-26 and contributions to the Doha Declaration.
The State of Qatar will share further details directly with invited participants.

Once the Plenipotentiary Conference begins, Ministers responsible for telecommunications/ICTs and high-ranking delegates from ITU Member States are invited to address the Plenary. Further information on the roll-out, guidelines, and how to request a speaking slot can be found here.

A closed-door ministerial dialogue organized by ITU, offering Ministers and senior leaders an opportunity to share national perspectives, priorities and solutions for strengthening the resilience of telecommunication/ICT networks and services.
Ministers who would like to speak are invited to submit an expression of interest here by 25 October 2026. Each Minister may request to participate in one high-level thematic discussion only. Speaking slots will be allocated on a first-come, first-served basis.
Wednesday, 11 November 2026 | 0930–1230 hours | DECC, Hall and Room TBC

Ministers who would like to speak are invited to submit an expression of interest here by 25 October 2026. Each Minister may request to participate in one high-level thematic discussion only. Speaking slots will be allocated on a first-come, first-served basis.
Accredited PP-26 participants will also enjoy access to the MWC26 Doha exhibition and conference programme—including the GSMA Ministerial Programme Lounge—with no separate registration required. Guided and self-service thematic exhibition tours will offer additional opportunities to discover emerging technology trends, innovations and solutions.
