Who can submit proposals?
Observers participating in an advisory capacity (Annex 2 to Resolution 145 (Antalya, 2006)) may submit information documents via the Secretary-General.
Deadlines to submit proposals:
9 March 2026: Deadline for submission of proposals to amend CS/CV (CS 224 / CV 519)
9 July 2026: Deadline for submission of other proposals (GR 40)
19 October 2026: Firm deadline for submission of contributions (Res. 165)
Prepare and submit your proposals:
Conference Proposals Interface (CPI): The electronic tool Conference Proposals Interface (CPI) facilitates the preparation and submission of proposals from authorized membership during a Conference. An ITU user account with TIES access is required to access this tool.
CPI guidelines have been prepared by the secretariat to assist in the preparation and submission of proposals to PP-26. Proposals should be prepared and submitted via CPI. Reference text is the Collection of basic texts of the ITU adopted by the Plenipotentiary Conference (2022 Edition).
By using CPI, Member States will facilitate and optimize the processing by the secretariat of the documents containing proposals for the work of the conference, including their publication into the six languages of the Union and availability in the PP-26 Proposal Management System (PMW). It will also enable the secretariat at ITU headquarters to carry out its work in a more efficient and effective manner and avoid extra costs with respect to the budget of the Conference.
The Proposal Management Web (PMW) will be useful at a later stage (currently empty of proposals). In PMW, proposals can be searched, sorted by document numbers, references, types of documents, etc. Proposals can be retrieved in any of the six languages, and one can look for their “inheritance”. PMW guidelines: this will be provided at a later stage.
Proposals should be submitted by focal points of Administrations of ITU Member States by e-mail to the ITU PP-26 secretariat at contributions@itu.int. The ITU standard format is MS Word for Windows.
The use of CPI will ensure compliance with these official PP-26 MS Word templates:
English, عربي, 中文, Español, Français, Русский.
