Ministers and executive heads will each have up to 3 minutes to present their perspectives; other participants will each have up to 2 minutes.<br><br><strong>How to participate:<\/strong> Ministers who would like to speak are invited to submit an expression of interest by 25 October 2026 by clicking <strong><a href=\"https:\/\/pp.itu.int\/2026\/en\/ministerial\/request-a-slot-thematic-discussions\/\" target=\"_blank\" rel=\"noreferrer noopener\">here<\/a><\/strong>. Each Minister may select one high-level thematic discussion only. Speaking slots will be allocated on a first-come, first-served basis.<br><br><strong>What Ministers will discuss:<\/strong><br>Telecommunication\/ICT technology resilience is shifting from a relatively narrow focus on keeping the networks operational toward ensuring continuity amid compound disruption, including cyberattacks, extreme weather, power failures, subsea cable, satellite disruptions, and geopolitical risks. At the same time, the growing interdependency of terrestrial, satellite, subsea, cloud, and edge networks is creating new demands for redundancy, geographic diversity, real-time monitoring, rapid restoration, and cross-border coordination. Emerging technologies such as artificial intelligence, 5G\/6G, non-terrestrial networks, digital twins, and distributed energy systems offer new opportunities to anticipate disruptions, adapt network operations, and maintain essential connectivity.<br>\u00a0<br>These developments raise issues that are increasingly relevant to the mandates of the ITU, particularly international cooperation, network resilience, interoperability and technical standards, cybersecurity, emergency communications, infrastructure redundancy, and the continuity of essential services in support of Universal and Meaningful Connectivity (UMC).
