1. How do I create or update my ITU User Account?<\/strong> <\/p>\n<\/div>

3. Will there be remote participation at PP-26?<\/strong><\/p>\n<\/div>

\n

Remote participation will be available to registered participants to PP-26 for plenary meetings and certain committee sessions through the virtual platform, using their ITU User Account. Ad hoc groups, side events, and other sessions will be available for on-site participation only. The latest information on remote participation will be updated here<\/a>.<\/p>\n<\/div>

4. Can I skip the Hayya portal if I do not require a visa to enter Qatar?<\/strong><\/p>\n<\/div>

\n

No. Host Country registration is required for all eligible ITU delegates to enter Qatar. All international delegates must have a valid Hayya Entry Permit (visa)<\/a>, where applicable. Delegates must complete the Host Country registration and Hayya Entry Permit process through the designated online portal on the Hayya portal. Delegates should not begin any separate Host Country or Hayya application process before receiving their official PP-26 confirmation of registration and unique Registration ID code (voucher).<\/p>\n<\/div>

International delegates currently residing in Qatar, including embassy personnel, are not required to complete this process through the Hayya portal. They should instead contact the Host Country Guest Management team at ITU-delegations@gm.gov.qa<\/a> for guidance on the applicable arrangements and procedures.<\/p>\n<\/div>

\n

5. Can I skip the Hayya portal if I am currently residing in Qatar?<\/strong><\/strong><\/p>\n<\/div>

6. Once I have registered, and regardless of the option I selected when I register, can I participate on-site and\/or remotely?<\/strong><\/p>\n<\/div>

\n

On the online registration form, the option ‘participating remotely’ is only to give the secretariat an indication on the participants’ intentions. Even if you check the ‘participating remotely’ box, you can still participate physically. Inversely, if you did not check the box of participating remotely when you registered, you may still connect to the sessions offered with remote participation. Please note however that PP-26 is a physical meeting with extensive remote participation. Decisions will be taken in the Plenaries by delegates present in the room. A Member State which is unable to send a delegation to Doha to attend PP-26 will not be able to exercise its right to vote nor to sign the Final Acts of the Conference. In line with PP Resolution 167, the same applies for Member States whose delegates have registered to participate in the Conference only as remote participants (see more details under \u00a76 at https:\/\/pp.itu.int\/2026\/en\/participation\/credentials\/<\/a>).<\/p>\n<\/div>

7. How can I obtain visa support to travel to Doha, Qatar?<\/strong><\/p>\n<\/div>

\n

The ITU secretariat cannot provide visa support for an event held outside Geneva, Switzerland. Delegates must independently apply for their Hayya e-Visa through the Hayya portal<\/a> using the unique Registration ID code (voucher) provided in their official PP-26 confirmation of registration.<\/p>\n<\/div>

\n

Please first register for PP-26 and obtain the required focal point approval. Do not begin any separate Host Country or Hayya application process before receiving your official PP-26 confirmation of registration and unique Registration ID code (voucher). Visas and entry permits are handled entirely by the Host Country, not by the ITU secretariat.<\/p>\n<\/div>

8. Is there a deadline to register to PP-26?<\/strong><\/p>\n<\/div>

\n

There is no general deadline to register for PP-26. However, international delegates are strongly encouraged to register and obtain approval from their DRFP as early as possible. Once their registration has been confirmed, they must complete the Host Country registration and Hayya Entry Permit process through the Hayya portal<\/a>, using the unique Registration ID code (voucher) provided in their PP-26 confirmation of registration. Where a visa is required, delegates should submit their Hayya e-Visa application as early as possible to allow sufficient time for processing.<\/p>\n<\/div>

Non-exempted Sector Members must complete the applicable payment process before their organization can access the PP-26 registration system. Although there is no strict deadline for bank transfers, payment delays will prevent registration and badge issuance. Non-exempted Sector Members are therefore encouraged to initiate the process as early as possible. Further information is available here<\/a>. <\/p>\n<\/div>

Participants are also advised to arrange their accommodation<\/a> early, as availability may decrease as the Conference approaches.<\/p>\n<\/div>

9. Who can participate in PP-26?<\/strong><\/p>\n<\/div>

\n

Click here for information on the categories of ITU Members entitled to participate in PP-26<\/strong><\/a>. Please note that ITU Sector Members under CV230 (Other Entities<\/a>), ITU Associates<\/a>, and Academia<\/a> members are not admitted to the Plenipotentiary Conference. Per the usual for ITU statutory events, all registration requests have to be approved by the corresponding DRFP<\/a> (TIES restricted).<\/p>\n<\/div>

10. What does it mean to participate in PP-26 as a representative of an Observer entity?<\/strong><\/p>\n<\/div>

\n

Please refer to Resolution 145 (Antalya, 2006)<\/a> on Participation of observers in conferences, assemblies and meetings of the Union, including Annexes 2 and 3 on the rights to be conferred on the organizations, agencies and entities which are admitted to attend as observers in conferences, assemblies and meetings of the Union in accordance with relevant provisions of the ITU Convention.<\/p>\n<\/div>

11. Where can I find a list of participants registered to the Conference?<\/strong><\/p>\n<\/div>

\n

The list of registered participants will be made available in due course. Please be informed that access to list is TIES restricted.<\/p>\n<\/div>

\n

12. I am a Member State representative. Is there a fee applicable to participate in PP-26?<\/strong><\/p>\n<\/div>

\n

There is no fee for Member State representatives to register and participate in PP-26.<\/p>\n<\/div>

\n

13. I represent an ITU Sector Member or an Observer Organization. Is there a fee applicable to participate in PP-26?<\/strong><\/p>\n<\/div>

\n

There is no participation fee for entities exempted from defraying the expenses of the Conference. Please consult the list of exempted entities and Circular Letters \u00a0DM-25\/1007<\/a><\/span><\/u> and DM-25\/1006<\/a>.<\/span><\/u><\/p>\n<\/div>

\n

For non-exempted ITU Sector Members and Observer Organizations, the contributory unit for participation in PP-26 is set at CHF 7 991.60. The contributory unit covers the effective participation of all delegates from the same entity, whether participating physically or remotely. Please refer to Participation information for non-exempted Sector Members and Observer Organizations participation at PP\u201126<\/a> webpage for detailed information on the payment and registration process. Payment must be received and confirmed by ITU Finance before the organization can access the PP-26 registration system<\/p>\n<\/div>

14. Is there a maximum number of participants allowed per Delegation?<\/strong><\/p>\n<\/div>

\n

Delegations and Observers may designate and register as many representatives as deemed necessary. There is no limitation on the number of delegates and observers attending the Conference.<\/p>\n<\/div>

\n

15. Is there a maximum number of Heads or Deputy Heads per Delegation?<\/strong><\/p>\n<\/div>

\n

There is no maximum number of Heads or Deputy Heads per Delegation. Please inform the PP-26 Registration Service<\/a> in case a Head of Delegation\/Deputy Head of Delegation should be replaced by another delegate of the same delegation. Heads or Deputy Heads of Delegations should preferably be kept as function for delegates who have an active role in the Conference. Please note that the functions \u201cHead of Delegation, Deputy Head of Delegation, Delegate\u201d are normally reserved for delegations of Member States. Sector Members and other participants should select the function \u201cObserver\u201d.<\/p>\n<\/div>

16. I am a registered delegate, can my spouse\/companion access the event venue?<\/strong><\/p>\n<\/div>

\n

Yes. Spouses and companions must complete the PP-26 registration<\/a> process to access the Conference venue. They should select \u201cSpouse\u201d<\/strong> as their function on the registration form. They will be registered for access purposes but will not appear on the list of participants or be considered part of the delegation.<\/p>\n<\/div>

\n

All registration requests must be approved by the relevant DRFP. Delegates are therefore encouraged to inform their DRFP before submitting a registration request for a spouse or companion.<\/p>\n<\/div>

\n

Once the registration has been approved, international spouses and companions must follow the applicable Host Country registration and Hayya Entry Permit process. They should not begin this process before receiving their official PP-26 confirmation of registration and unique Registration ID code (voucher).<\/p>\n<\/div>

\n

Spouses and companions may access plenary meetings and substantive committees only. They may not participate remotely.<\/p>\n<\/div>

\n

17. Where can I find further information on the State of Qatar, the city of Doha, visas, travel, and accommodation for the Conference?<\/strong><\/p>\n<\/div>

\n

18. Is there financial support available in participate in PP-26?<\/strong><\/p>\n<\/div>

\n

No fellowship or financial support may be awarded for ITU treaty-making conferences such as PP-26. Read more on ITU’s policy for awarding fellowships.<\/a><\/p>\n<\/div>

19. Some PP-26 documents are password protected; how can I obtain access?<\/strong><\/p>\n<\/div>

\n

Certain PP-26 documents and electronic resources require TIES access<\/a>. Please log into your ITU User Account<\/a> to request TIES access (for further information see video <\/a>| PDF<\/a>). Please also note that your registration to PP-26 does not guarantee TIES access.
